Kazakhstan is pushing forward with plans to enhance its oil exports,
despite facing potential hurdles in securing Russian transit
approvals. The country's ambition to boost exports via the
trans-Caspian corridor and to Germany through the Druzhba pipeline
underscores its determination to capitalize on international
markets, even amidst geopolitical complexities.
In 2023,
Kazakhstan witnessed a commendable 10% increase in oil exports,
surpassing 70 million tons. However, this growth was counterbalanced
by a 10% decline in revenue due to the downward trajectory of oil
prices. The challenges of navigating fluctuating prices and
geopolitical uncertainties have prompted a reevaluation of
Kazakhstan's export strategies.
Of particular
concern is the Caspian Pipeline Consortium, where a Turkish
terminal's refusal to accept oil deliveries to evade U.S.
sanctions underscores the intricate geopolitical landscape impacting
Kazakhstan's export endeavors. Despite increasing export
volumes last year, Kazakhstan experienced diminished earnings due to
weakening oil prices, necessitating a recalibration of its approach
for 2024.
One avenue set to witness heightened activity
is the trans-Caspian corridor, traversing Azerbaijan, Georgia, and
Turkey. The Energy Ministry's announcement on March 6 revealed
plans to increase oil deliveries through this route to 1.5 million
tons, marking a 1.4-fold increase compared to 2023.
Simultaneously,
Energy Minister Almasadam Satkaliyev disclosed Germany's
request for Kazakhstan to augment oil supplies to its Schwedt oil
refinery, aiming for an annual intake of 2 million tons. However,
this endeavor faces complexities, as Russia has thus far approved
the transit of only 1.2 million tons of Kazakh oil for 2024. Even
this approval exceeds the volume sent to Germany in 2023 by 20%.
As
Kazakhstan strives to expand its oil sales abroad, it navigates a
